Sweepstakes casinos run under promotional sweepstakes law, not gambling law. A growing list of states has legislated against the dual-currency model anyway. This page tracks that list.
How the model works
Instead of wagering money, you play with virtual currencies such as Gold Coins and Sweeps Coins.
No purchase is necessary. Free entries are available through sign-up offers, daily logins, and mail-in requests, which is what keeps the model inside sweepstakes law rather than gambling law.
Where a state has legislated specifically against dual-currency sweepstakes, that argument no longer holds and operators withdraw.
