
Rhode Island Betting Market Poised for Transformation as Major Operators Show Interest

Rhode Island's sports betting industry is on the brink of a significant change as eight leading betting firms have responded positively to the Rhode Island Lottery's request for industry feedback. This shift indicates a strong desire to enter the state's tightly regulated market, which has been predominantly operated by IGT.
New Proposals Could End IGT Monopoly
Currently, Rhode Island relies on a single sportsbook application powered by IGT, under an exclusive contract that extends until November 2026. However, state officials are considering issuing a new request for proposals (RFP) as early as this month, which could pave the way for a multi-operator system.
Among the firms that have expressed interest are:
- FanDuel
- DraftKings
- BetMGM
- Kambi
- OpenBet
- Fanatics
- Bally’s
- IGT (the incumbent)
While not all companies disclosed their feedback, several—including Bally’s and Fanatics—have publicly advocated for a more competitive and open betting landscape in Rhode Island.
Rhode Island Lags in Revenue and Engagement
Comparative data shows that Rhode Island is falling behind its neighboring states in terms of both revenue and user engagement:
- Massachusetts (7 apps): $11M+ in August 2025 revenue
- Connecticut (3 operators): $13M
- Rhode Island (1 app): Just under $3M
A September 2025 poll conducted by the University of New Hampshire revealed that only 15% of Rhode Islanders bet occasionally, which is lower than the 18% in Massachusetts and 17% in Connecticut.
Lawmakers Already Pushed for Expansion
Earlier this year, Senate Majority Leader Frank Ciccone proposed legislation aimed at authorizing 3 to 5 additional operators by 2026. Although the bill successfully passed in the Senate, it encountered delays in the House. Nevertheless, the current interest from major operators could reignite legislative efforts for betting expansion in the state.

A formal RFP is anticipated to be issued before the end of the year. If this proposal is approved, Rhode Island could follow in the footsteps of other states transitioning to multi-operator sportsbook environments.
